Child Rapist Claims Sex Offender Order "Takes Away Human Rights"
Chris Leyburn, a convicted child rapist, has claimed that a Sexual Harm Prevention Order (SHPO) "takes away his human rights" and is "an inconvenience." The 34-year-old made these claims after being caught with two phones in his mother's car and lying to police about their existence.
Leyburn appeared at Teesside Crown Court on Wednesday, where he was sentenced for breaching his SHPO and failing to comply with notification requirements. In 2006, he was convicted of raping two children and has since been subject to the SHPO.
On September 12, police arrested Leyburn after receiving information about his use of Snapchat. During the arrest, Leyburn initially denied having any mobile phones but two phones were found hidden in the car's glove box.
Analysis of one of the phones revealed that Leyburn had been using the Snapchat username "Lizardman1990" since January, failing to inform authorities as required by the SHPO. The court heard that Leyburn has a history of breaching the order, with eight convictions for 23 offenses, 14 of which are sexual in nature.
Despite numerous previous custodial sentences for SHPO breaches, Leyburn's actions show no sign of deterrence. He claims that the SHPO is too restrictive and takes away his human rights.
Judge Richard Bennett, acknowledging the "persistent breach" of the order, sentenced Leyburn to two years in prison.
