Man Jailed for Sexual Assault, Now Fined for Breaching Sex Offenders Register

David Baden Kemp, 60, from Middlewich, has been fined after failing to comply with the requirements of the sex offenders register. Kemp was originally sentenced to six months in prison on September 7, 2016, for sexually assaulting a disabled woman on a train near Sandbach.

The incident occurred on June 12, 2015, when Kemp and his victim boarded the same train at Sandbach Station. He approached her in an empty carriage and asked her to move so he could sit next to her. When she refused, he tried to engage her in conversation, which she also declined.

Kemp then proceeded to drop to his knees in front of her and began running his hand up her leg. The victim immediately reported the incident to the train guard, and Kemp was arrested by British Transport Police at the next station.

In addition to the six-month prison sentence, Kemp was placed on the sex offenders register for six years, expiring in September 2022. However, he failed to sign the register as required, leading to his recent appearance in Crewe Magistrates Court on June 7th.

The court fined Kemp £120 for breaching the register's requirements. He was also ordered to pay £85 in court costs and a £34 victim surcharge. His guilty plea was taken into account during sentencing.
