Senior Midland Councillor Registered as Sex Offender After Kissing 16-Year-Old

A senior Midland councillor who kissed a 16-year-old girl while dancing at a birthday party has been forced to sign the sex offenders' register.

The sexual assault, described as a "moment of utter madness" by former Solihull Council deputy leader Ian Hillas, has had a devastating impact on his life and reputation, Wolverhampton Crown Court heard.

Hillas, who represents Castle Bromwich ward, was given a 12-month conditional discharge by Judge Michael Challinor. The judge told Hillas, who had been suspended from the Conservative group after his arrest, that he had been "branded as a sex offender."

Sarah Buckingham, defending Hillas, stated that he had faced public humiliation and social and professional exclusion. She highlighted his dedication to politics and serving the community.

Buckingham emphasized that the offense was not premeditated, stating, "In a moment of utter madness he kissed her on the cheek and on the neck. Almost immediately he was embarrassed and appalled by what he had done and he pulled away."

Hillas, 43, of Oakwood Croft, Solihull, pleaded guilty to sexual assault. He was also ordered to pay the victim £500, £2,151 in costs, and register as a sex offender for a year.

The judge ruled that Hillas did not pose a public danger and did not impose a ban on him working with children.
