A Convicted Sex Offender Jailed Again for Flouting Court Order

Jimmy Artell, 41, of Fearnhead, Warrington, has been jailed once again for violating a criminal behaviour order imposed on him last August.

Artell was initially sentenced to 44 weeks in prison at Chester Crown Court after pleading guilty to sexual assault, assault by beating, failing to comply with the sex offenders register, and criminal damage.

These charges stemmed from several incidents in the Ellesmere Port and Chester areas, where Artell engaged in abusive and threatening behaviour, including making unwanted advances towards individuals.

The five-year criminal behaviour order prohibits Artell from being intoxicated in public places in England and Wales, possessing open containers of alcohol in public, and having physical contact with anyone while intoxicated without legitimate reasons or consent.

However, Artell was recently apprehended for breaching the order by being drunk in Ellesmere Port on July 13th. He also failed to meet his supervision requirements following his release from custody.

At Chester Magistrates Court on Friday, Artell was sentenced to six weeks in prison. District Judge Nicholas Sanders acknowledged Artell's guilty pleas but emphasized his blatant disregard for court orders.

Commenting on the initial imposition of the criminal behaviour order last year, Inspector Paul Fegan of Cheshire Police stated, "Over the past few years, we have dealt with a variety of different incidents involving Artell, including inappropriate touching, all of which appear to stem from his addiction to alcohol. Hopefully, now that this order is in place, which requires him to actively engage with the services that are available to help him, he will be able to start moving forward with his life."
