Convicted Sex Offender Fails to Register, Citing Migraine After Tyre Lever Incident

Jordan McDonagh, 26, was jailed in 2017 for 40 months after engaging in a sexual relationship with a 14-year-old girl. He was subsequently recalled to prison on licence and given further jail time for breaching sex offender notification requirements in 2021.

On Tuesday (May 9), Oxford Magistrates' Court heard that McDonagh was released from prison on licence in 2022 and placed in a bail hostel in Milton Keynes. After returning to Oxford, he was housed in various hotels by probation, his advocate Nadine Colyer stated.

McDonagh mistakenly believed that after speaking with the probation service, he was no longer required to register at the Milton Keynes premises as his address with the police. Consequently, he failed to register his new addresses with the police within the mandatory three-day period, a legal obligation for all registered sex offenders.

Currently homeless and living in a tent in Cowley, McDonagh is mandated to register his details at the police station every seven days. He missed his scheduled sign-on at the police station in late March, arriving a day late.

In his defense, Ms. Colyer explained that McDonagh had been struck on the head by a tyre lever while at work on March 24, resulting in a migraine. This prompted him to leave work early on March 25 and take the following day off, although he acknowledged that his injury did not prevent him from reaching the police station that day.

McDonagh's public protection officer is aware of his current location, Ms. Colyer added. Currently employed part-time as a tyre-fitter, McDonagh hopes to secure a full-time position, which would enable him to obtain suitable accommodation.

McDonagh admitted to breaching his sex offender notification requirements. The magistrates deferred sentencing, granting him bail and ordering a pre-sentence report from the probation service. He is scheduled for sentencing on June 6.

The offence to which McDonagh has pleaded guilty carries a maximum penalty of five years' imprisonment when dealt with at the crown court.
