Sex Offender with Mannequin Fetish Masturbates on Train in Front of Passengers

Mark Williams, formerly known as Osian Winters, has a lengthy history of sexual offenses, including exposing himself to mannequins in shop windows. The 28-year-old, known for his deviant behavior, was recently caught masturbating on a train in front of passengers, including a young schoolgirl.

The incident occurred in December 2020 on a train journey between Carmarthen and Whitland. Witnesses, including a young girl, observed Williams "masturbating in clear view of everybody in the carriage," according to prosecutor Jim Davis.

The disgusted child captured the incident on her phone and reported it to the train manager upon arrival at Whitland. Williams, despite wearing a face mask and baseball cap, was identified from CCTV footage by a police officer who recognized him.

Williams, upon arrest, claimed he was masturbating a dildo he found in a pub. However, the recovered item did not match the one seen in the photograph taken by the schoolgirl.

Williams has a lengthy history of sexual offenses, including multiple convictions for child sexual abuse and public indecency. In 2016, he was issued a sexual harm prevention order after being convicted of six counts of inciting a girl under 16 to engage in sexual activity and two counts of possessing indecent images.

In 2018, he was given a community order for masturbating in front of mannequins in a shop window. During sentencing, the judge advised Williams to focus on establishing a healthy relationship rather than engaging in such deviant behavior.

Williams, who has 13 previous convictions for 26 offenses, pleaded guilty to outraging public decency and is awaiting sentencing at Swansea Crown Court.
