Sex Offender Repeatedly Involved in Relationships with Unaware Mothers

Phillip Yarrow, a sex offender prohibited from unsupervised contact with children, has been convicted of breaching his Sexual Harm Prevention Order (SHPO) for the second time. Yarrow, who was previously convicted of sexual communication with a child and attempted sexual activity with a child, was found to have engaged in relationships with two young mothers who were unaware of his past convictions.

The terms of his SHPO forbid Yarrow from having unsupervised contact with children under 16 without informing the parent or guardian of his convictions. He is also required to inform his risk manager if he resides at any address for more than 12 hours.

The latest incident occurred in December 2022 when Yarrow met a woman on a dating app. He met her in person and visited her home, where her young daughter was present, without disclosing his criminal history. This incident marks the second time Yarrow has breached his SHPO, having previously been found to have violated the order in 2021.

In 2021, Yarrow was convicted of breaching his SHPO for staying at an address for more than seven days without informing the female homeowner, who had two young daughters, of his criminal past. He was also convicted of making indecent photos of children and failing to comply with notification requirements as a sex offender.

During his latest sentencing hearing, Judge Jo Kidd expressed her frustration with Yarrow's repeated breaches of court orders, stating that his "risk-taking behavior" poses a serious threat to the public. She sentenced him to a 20-month prison term, warning him that further offenses could result in a longer sentence.
