Sex offender failed to report disposing of phones.
Convicted Sex Offender Sentenced for Disobeying Court Order
Raymond Jarrett, 48, was sentenced to two years in prison for breaching a sexual harm prevention order. Jarrett was first convicted of making indecent images of children in 2019 and was placed under a sexual harm prevention order. The order prohibited him from disposing of devices with internet access without informing his responsible officer.
Jarrett was brought back to court after it was discovered that he had disposed of multiple mobile phones, including an iPhone 7 and a Samsung Galaxy, without notifying his officer. When questioned about the devices, Jarrett claimed that the iPhone 7 had been disposed of after being dropped in the toilet and that the original iPhone had been sent to a recycling company. However, he could not provide proof of this.
Jarrett also claimed that one of the phones had been stolen, but the police were unable to verify this claim. He further breached the order by registering a fourth mobile phone after the previous three had been disposed of.
In addition to the breach of the sexual harm prevention order, Jarrett also missed two appointments with probation, leading to a violation of his suspended sentence. This demonstrated a "clear history of disobedience," according to the prosecution.
While Jarrett's defense attorney acknowledged the persistent breaches, they argued that Jarrett was remorseful and had earned credit by pleading guilty. The attorney also stated that Jarrett had struggled with alcohol but intended to stay sober.
However, the judge, Martin Walsh, pointed to a probation report that deemed Jarrett's risk to be "unmanageable," citing his history of failing to comply with court orders and re-offending. Judge Walsh ultimately sentenced Jarrett to two years in prison for his actions.
