Paedophile Jailed for Second Time for Breaching Sex Offender Orders
Robert Kavanagh, 46, of Birling Road, Snodland, has been jailed for a second time after breaching a Sexual Harm Prevention Order and failing to comply with sex offender registration requirements.
Kavanagh was originally jailed in 2018 for a year after possessing indecent images of children. Upon his release, he was subject to a Sexual Harm Prevention Order that prohibited him from using devices capable of accessing the internet.
However, in October 2019, police officers found Kavanagh attempting to conceal two mobile phones, both with internet access and image storage capabilities, in his home. One of these phones was used on the day of his release, and neither device was reported to the authorities.
Kavanagh was also required to register as a sex offender annually, but failed to do so in 2019 and 2021. He further breached the order by moving to a new address without informing the police.
Kavanagh pleaded guilty to breaching the sexual harm prevention order and four counts of failing to comply with sex offender notification requirements at Maidstone Crown Court on October 13, 2021. He was sentenced to 10 months' imprisonment.
Natalie Armstrong, from Kent Police's west Kent offender management team, stated: "Kavanagh has been given every opportunity to engage in rehabilitation and was subject to strict measures designed to reduce the risk of him reoffending. He has been unable to adhere to these restrictions and has demonstrated a clear determination to access the internet, including online chatrooms."
"He appears to have no understanding of the gravity of his actions and has repeatedly sought to obstruct police during our efforts to carry out checks and monitor his behaviour. Orders such as these are passed by the courts to help protect children from harm and as this case shows, Kent Police will do everything we can to ensure those who ignore them face the consequences of their actions."
