Bakhtor Singh Jailed for Breaching Sexual Offences Prevention Order

Bakhtor Singh, a 45-year-old man from Anglesey, was sentenced to one year in prison for breaching his sexual offences prevention order (SOPO) and notification requirements.

Singh's convictions stem from a 2007 case where he was found guilty of causing a female to engage in sexual activity without consent. His SOPO mandates strict reporting obligations and limitations on his behavior.

In October 2023, police discovered that Singh was running the Baytree Lodge hotel in Bangor under the alias "Dee," failing to disclose this information as required by his notification requirements. He was arrested but released under investigation.

Further breaching his SOPO, on January 3, 2024, Singh parked his van beside a woman walking to Bangor railway station and began walking alongside her, making her feel uncomfortable. When questioned for directions, she quickly left the area, disturbed by Singh's behavior. Police later interviewed the woman who provided a statement.

Defense attorney Ember-Jade Wong argued that Singh had largely complied with his "extraordinarily onerous order" for many years and highlighted his responsibilities as a father of four, primary caregiver for his wife, and helper in caring for his elderly mother.

However, Judge Timothy Petts expressed serious concern about the seriousness of Singh's breaches, emphasizing that compliance with the SOPO is non-negotiable regardless of its perceived burden. The judge concluded that immediate imprisonment was necessary to demonstrate the gravity of the offenses and deter future violations.
