Paedophile Dwarf Avoids Prison Due to 'Very Hard Time' Concerns
Bryan Anthony Bowen, a 26-year-old from Welshpool, Powys, has avoided prison despite inciting two teenage girls to engage in sexual acts online. Bowen, who was described as "small in stature and emotionally inadequate" by Judge Rhys Rowland, contacted the girls, aged 13 and 15, on Facebook and sent them explicit messages, including a request for naked photos. In one message to the 15-year-old, Bowen wrote: "I will f*** you for your birthday present."
The court heard that the 15-year-old girl had attempted to block Bowen after he sent her a message asking "Do you want to f***?". He then sent her the obscene "birthday present" message. Police also found a message on Bowen's laptop to the 13-year-old, whom he described as "fit as f***" and inquired about her relationship status.
Bowen was arrested and initially claimed he believed the girls were over 16. He later pleaded guilty to two counts of inciting sexual activity with a child, which occurred between July and October 2015. A further harassment charge was dropped.
Despite the severity of the offenses, Bowen was sentenced to a 48-week prison sentence, suspended for two years. Judge Rowland cited Bowen's learning difficulties and concerns about his ability to cope in prison as factors in his decision.
Bowen was given a rehabilitation order, which includes a three-month curfew between 9pm and 7am. He was also placed on the Sex Offenders' Register for 10 years and issued with a sexual harm prevention order.
