Registered Sex Offender Sentenced to 40 Months for Breaching Prevention Order and Possessing Child Abuse Images
Graham Phillips, 63, of Bridge Close in Staines-upon-Thames, has been sentenced to 40 months in prison after being found guilty of breaching his sexual harm prevention order and possessing indecent images of children.
On August 26, 2022, officers from the High Harm Perpetrator Unit, who were monitoring Phillips, observed him speaking to three children on the banks of the River Thames near Staines Town Centre.
Following his arrest, investigations revealed that Phillips had been consistently attempting to communicate with the three 12-year-old boys while they were on summer vacation.
A subsequent search of Phillips' mobile devices uncovered additional indecent images of children. He was remanded in custody and later admitted to breaching his sexual harm prevention order and possessing indecent images of children.
On Friday, February 17, at Guildford Crown Court, Phillips was sentenced to 40 months imprisonment.
Detective Inspector Ellen McLachlan, who heads the High Harm Perpetrator Unit at Staines, stated: "The swift and successful apprehension of Mr. Phillips before his offenses could escalate is a prime example of the dedication and proactive policing efforts undertaken by the High Harm Perpetrator Unit. We consider breaches of prevention orders highly serious and will take swift and decisive action to ensure the safety of Surrey residents."
