Serial Sex Offender Claims Young Victims "Laughed at Him" During Exposure Incident

Peter Steinitz, a serial sex offender, claimed that his young victims "laughed at him" when he exposed himself to them as they walked home from school in January.

The incident occurred near a McDonald's in south Liverpool. Three young girls were walking when they noticed Steinitz with his trousers down, exposing himself. They continued to a nearby park, but Steinitz followed them and began masturbating while watching them in a play area.

One of the girls called her mother, who advised them to return to school. Steinitz followed them there, and although the school was closed, the girls were able to report the incident to a teacher who contacted the police.

The girls had taken a picture of Steinitz, which led to his identification. During questioning, Steinitz initially claimed he couldn't remember the incident but later stated that the girls were "watching him and laughing at him."

The teacher described her students as "upset and distressed" after the ordeal. One of the girls told officers she felt "disgusted, sad, and scared."

Steinitz has a history of 48 previous convictions for 114 offenses, including 19 for sexual offenses. He has eight previous convictions for exposure, one for outraging public decency, and two for gross indecency with a child.

He was sentenced to 32 months in prison for outraging public decency and breaching a sexual offenses prevention order.

The judge stated that the incident was "a very serious offense of outraging public decency" and that the victims had undoubtedly been affected by what happened.
